The appeal of this pairing is pretty obvious and is one of the most popular Ginyu pairings amongst fanficcers and artists. Throughout the Ginyu Force saga, Jeice and Burter are constantly seen together, interacting with each other far more than with Recoome and Guldo. During their fight scene with Son Goku, and later on King Kai's planet, Jeice and Burter combine their power to form the Purple Comet Attack. An attack like this would likely require a lot of training together and the ability to read each other perfectly in order to move in tandem.
The pairing works on a personality level too. Burter, for the most part, is a level-headed character, a point Jeice voices in the anime when he declares he has never seen Burter 'lose it' before when battling Son Goku. The implication that Burter is the calmest of the Ginyus is often taken further in fanwork, where authors and artists alike portray him as an intelligent, respectful and laid back character. This really clashes with Jeice's personality, which makes for your typical 'opposites attract' ship.
